CalNonprofits: A Senate Bill (S.B. 1069) to get grants aligned with OMB guidelines will have a hearing on April 26.
Maryland Nonprofits: there were a few targeted bills in the Legislature to address grants and contracting, though none of the passed. These bills will be focuses of their candidate education, transition advocacy, and 2023 legislative advocacy efforts.
S.B. 542: establish invoicing and prompt payment requirements for specific state grants.
S.B. 0281: create an accessible online payment processing portal to track payments to payees, including nonprofits, that updates when the status of a bill changes.
S.B. 245: require funding for the Nonprofit Interest-Free Micro Bridge Loan (NIMBL) Program
Minnesota Council of Nonprofits: there are two anti-nonprofit bills related to grantees moving through the legislative process that would "impose duplicative government oversight on nonprofits, creating unnecessary paperwork and preventing nimble action." These are some provisions from the bills:
SF 3975: would mandate that a nonprofit be in existence for at least two years before it can be eligible to receive any state grant; prohibit an employee of a state agency, and officials elected to state, county, or local government office from serving on a nonprofit board of directors.
SF 4091: would require nonprofits to file already-reported information in an additional format.
Nonprofit New York: the joint task force to get nonprofits paid on time submitted an Action Memo to Mayor Adams and Comptroller Lander with findings, recommendations, and time frames by which the work should begin.
Five Key Issues: accountability and transparency, efficiency and streamlining, equity and fairness, leadership and management practices, capacity building.
Washington Nonprofits: published a report based on results from a survey launched in December 2021 to assess the nonprofit experience with government contracting. One solution identified in the report is the creation of a "bipartisan legislative workgroup to facilitate dialogue and development of win-win solutions to improve contracting processes and results."
