5. Waives points of order against provisions in the bill, as amended for failure to comply with clause 2 or clause 5(a) of rule XXI, except beginning with the colon on page 251, line 5, through "2012" on page 251, line 8.

6. Provides that where points of order are waived against part of a paragraph, a point of order may only be raised against the exposed provision and not the entire paragraph.

7. Makes in order only those further amendments printed in the Rules Committee report. Each such amendment may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, may be withdrawn by the proponent at any time before action thereon, shall not be subject to amendment, and shall not be subject to a demand for division of the question.
