Repealing Health Reform: the State-by-State Impact

Our new state-by-state fact sheets on the impact of repealing the Affordable Care Act (ACA) without replacing it, as Republican congressional leaders plan to do, show that in 2019, in every state tens of thousands of people would lose health insurance coverage — and in seven states (California, Florida, Georgia, Illinois, New York, North Carolina, and Texas), more than 1 million people would lose it.

The fact sheets, based on new Urban Institute data, detail the effects of eliminating marketplace subsidies and reducing Medicaid enrollment on low- and moderate-income families in each state, and how much each state would lose in federal funds as marketplace subsidies and the Medicaid expansion for low-income adults end. 

Additionally, our national fact sheet shows that more people would be uninsured after the ACA’s repeal than were before its enactment.  The effects of repeal would fall mostly on low-income working families with limited education.
