The charitable sector, which this week pressed Congress for $60 billion worth of assistance, would get some help under the Senate bill. For instance, the measure would allow taxpayers who don’t itemize — the vast majority of households — to deduct at least some of their charitable contributions this year, a longtime priority of the nonprofit sector.

But nonprofit officials say they’re also not sure that charities can qualify for relief offered to the business sector, like a section offering loan guarantees. “The survival of the charitable sector is vital, but we can’t tell from this provision if nonprofits are an afterthought or even included at all,” said David Thompson of the National Council of Nonprofits.
