Republicans, nonprofits clash with Lamont administration over federal funding; Lamont says officials are working to resolve the issue

Gian Carl Casa, a former state budget official who now serves as chief executive officer of the CT Community Nonprofit Alliance, welcomed the support Thursday from the Republicans. He said the new policy that was released by the state Department of Developmental Services will be damaging.

“While some of Connecticut’s community providers have been fortunate to receive paycheck protection loans, those funds will not cover the overwhelming costs of PPE, revamping office spaces for social distancing, technological upgrades for telehealth and other unanticipated pandemic-related needs,” he said. “We greatly appreciate the support from the Senate Republicans for desperately needed federal coronavirus relief funds. We urge the governor to ensure that any distribution of federal relief funds will ensure that community nonprofits can continue to provide vital services.”

Under the new state policy, Casa said, “Providers will be required to refund money to the state, a decision that if implemented, will financially devastate providers across the state.”

“It appears this policy will be applied to every state contract,” Casa said. “But, we must be clear — if nonprofits are arbitrarily denied federal and state support during this pandemic, regardless of revenue losses or other increased costs due to COVID because they got federal loans to pay their employees, they will not be able to make ends meet. Nonprofits that provide vital human services will close their doors and the state will lose its safety net.

“Community nonprofits urge the governor not to implement this recoupment for any providers. The people who will be hurt are Connecticut’s most vulnerable and those who serve them.”
