GOP-led Pa. Senate likely to OK budget based on changes opposed by Wolf

The impasse hit human services organizations with tight budgets the hardest, said Tish Mogan of the Pennsylvania Association of Nonprofit Organizations. About 90 percent of the state's estimated 60,000 nonprofits have budgets under $1 million a year, Mogan said.

The 2009 delay “was horrible,” said Marc Cherna, director of Allegheny County's Department of Human Services. “It was very damaging.”

The delay left nonprofits scrambling to pay monthly bills; some providers closed their doors. Waiting lists for mental health care, homeless shelters and other services climbed, Cherna said.
